Travel to Russia

There are restrictions in place for specific categories of passengers to enter Russia. Please check the latest requirements before you travel. If you are travelling to Russia, you may be required to take a COVID-19 PCR test before departure or on arrival.

COVID-19 testing requirements

Before boarding the flight to Moscow, all non‑Russian citizens including children, must present a certificate of a negative COVID‑19 PCR test taken not more than 72 hours before their time of arrival to Moscow. The certificate must either be in English or Russian.

If travelling from Dubai, Russian nationals do not need to take a COVID‑19 PCR test before departure. However, they must take one at a Russian clinic within 72 hours of arrival and register and upload a negative result.

Quarantine

There are currently no quarantine requirements for travel to Russia.

Exemptions

Only the following passengers are allowed to travel to Russia:

  • Russian nationals and permanent residents
  • UAE nationals
  • UAE residents
  • Accredited or appointed employees of diplomatic missions and consular offices of foreign states in the Russian Federation, international organisations and their representatives, other official missions of foreign states located in the territory of the Russian Federation, as well as family members of these persons
  • Nationals of other countries (non‑UAE residents), if travelling for the following reasons:
    • To visit close relatives (spouse/parents/children) or travelling with close relatives who are nationals of the Russian Federation. Documentary proof of relationship must be presented.
    • For work in Russia as high qualification specialists. A letter from Russian border control confirming qualification and the reason for travel must be presented.
    • For medical treatment – there must be proof of travel on hand and special visa issued for this reason if visa is required (dependent on nationality).

Travel from Russia

If you are travelling from Moscow, you are required to take a COVID-19 PCR test before departure and present a printed copy of the test result at check-in.

COVID-19 testing requirements

All passengers travelling to Dubai, including passengers connecting in Dubai, must present a printed copy of a negative COVID‑19 PCR test result certificate issued by a Rospotrebnadzor approved laboratory. The test should be conducted within 96 hours of departure. Bring an official printed certificate – SMS and digital certificates are not accepted. Passengers whose final destination is Dubai will be required to undergo a COVID‑19 PCR test on arrival in Dubai and must remain in their hotel or residence until they receive the test result by SMS.

Exemptions

Children 12 years old and below, as well as passengers with moderate or severe disability, are not required to take a COVID-19 PCR before travelling from Moscow.
