Japanese nationals, passengers with special permanent resident status or diplomat or official resident status will be allowed on flights without a negative COVID-19 certificate and are not required to hold the "Letter of Confirmation of Submitting Necessary Documentation For Re-entry Into Japan”.

Seamen must have a negative COVID-19 PCR test certificate. The test must be conducted within 72 hours of departure. Seamen must be met at the airport by their shipping agent.

Passengers who hold a Japan entry visa issued after 3 April 2020 must have a negative COVID-19 PCR test certificate. The test must be conducted within 72 hours of departure.

Foreign nationals who departed from Japan on or before 31 August 2020 must have re-entry permission, a “Letter of Confirmation of Submitting Necessary Documentation for Re-entry into Japan” (passengers will receive this from the embassy/consulate general after submitting all the required documents) and a negative COVID-19 PCR test certificate. The test must be conducted within 72 hours of departure.

Foreign nationals who have a receipt for request of re-entry and who left Japan after 1 September 2020 must have re-entry permission, receipt for request of re-entry or e-mail from the immigration office and a negative COVID-19 PCR test certificate. The test must be conducted within 72 hours of departure.

Foreign nationals who have no receipt for request of re-entry and who left Japan after 1 September 2020 must present the following documents:

  • Re-entry permission
  • The “Letter of Confirmation of Submitting Necessary Documentation for Re-entry into Japan” (passengers will receive this from the embassy/consulate general after submitting all the required documents)  
  • Negative COVID-19 PCR test certificate. The test must be conducted within 72 hours of departure.
  • Documents certifying the need for humanitarian consideration or the presence of the public interest (this is not required if the passenger already has the letter of confirmation)

Where required, the negative COVID-19 PCR certificate presented to Japanese immigration officers must include the type of test, date when sample is collected, result and result date. It is highly recommended to use the approved format for smooth entry. There is no exception for children and infants for the negative COVID-19 PCR test certificate requirement.

Exceptions:

The following passengers can travel to Japan without the negative PCR test certificate or additional documents:

  • US military members with US passport, Order form (duty/vacation), or Military ID
  • Customers from following countries: Jordan, Syria, Yemen, Eritrea, Mauritania, Mari, Niger, Chad, Tanzania, Angola, Mozambique, Uganda, Seychelles, and Sri Lanka, as of 28 September. Please refer to the updated list of restricted countries on the Japan Foreign Affairs website.
