Are all Skywards members allowed to spend their Miles on upgrade rewards?

Any member from any tier can use Skywards Miles to upgrade their Emirates Flight to either Business Class or First Class. There are three easy ways to upgrade with Miles:

• Upgrade an existing booking online at Upcoming Travel, in Manage a Booking, or at online check-in (up to six hours before departure).
• Call an Emirates Contact Center (up to six hours before departure).
• Purchase an instant upgrade reward with Skywards Miles at the airport check-in desk (for any membership tier) or on board the aircraft (for Silver, Gold, and Platinum members), subject to seat availability and applicable upgrade restrictions.* Purchase an instant upgrade reward with Skywards Miles at the airport check-in desk (for all membership tiers) or on board the aircraft (for Silver, Gold, and Platinum members), subject to seat availability and applicable upgrade restrictions.
